Nowadays, the establishment of low-carbon city has been suggested all over the world because of the high pressure of limited resources. Some exhibition buildings like Portugal hall and Sweden hall in Shanghai World Expo have completely showed the successful models of low-carbon cities. The exhibition buildings express the ideas of low-carbon future to people. The director of National Energy Administration in China has raised six steps to set up a low-carbon city. First, the government should attach importance to the adjustment of energy structure and invest in the development of low-carbon energy. Second, the country should set up low-carbon demonstration city. Third, the new pure coal-fired power plant should not be established in big cities. Fourth, the central heating should be developed in the cold areas to take the place of cola-fired boiler. Fifth, the desulfuration equipment should be installed in coal-fired power plant and the emission of sulfur dioxide should be strictly controlled. Sixth, the energy-saving measures should be carried out positively. At the same time, these six steps can decrease the pollutants in the city so as to protect the environment effectively. According to the concrete situations, each country can choose suitable ways to build the low-carbon city. Generally speaking, four ways should be followed to set up the low-carbon cities successfully. The first way is to develop low-carbon energy. The city should constantly strengthen the development of clean energy according to its own demands of economic and social development. The development of natural gas, methyl alcohol, wind energy source, solar energy and biomass energy should be stressed. In addition, the city should improve the energy structure and increase the use rate of the energy. The second way is to accelerate the low-carbon development. For example, the energy for the public transportation can be improved actively. The city should pay attention to the development of smart grid and distributed energy sources. The third way is to propose low-carbon consumption patterns and life-styles. The urban residents are the main body of energy consumption. It is necessary for the residents to strengthen the energy-saving awareness. The residents can choose public bus, energy-efficient household appliances. The fourth way is to develop international exchange and cooperation. For example, China and America have already established the partnership of developing renewable energy sources. China and Japan also have the cooperative project to build low-carbon demonstration city. Each country should introduce good experience to other countries to seek joint progress.
